Prineville Data Centers and Infrastructure

What the public record shows about data center growth, groundwater, electricity infrastructure, agriculture and the questions that still remain in Central Oregon.

What we know so far

Prineville has become one of Oregon’s major data center communities. Meta began developing its Prineville campus in 2010, and Apple followed in 2012. City planning records show that both campuses have expanded substantially since their original development, with additional growth still planned.Water is a central part of the Prineville story, but the system is more complicated than simply comparing data center use with reservoir levels. The City of Prineville’s municipal water supply comes from groundwater aquifers, not the Prineville or Ochoco reservoirs. The city has also developed conservation and aquifer-storage infrastructure intended to manage periods of high demand.Data center growth has been part of that infrastructure story. Apple contributed $8.7 million toward Prineville’s Aquifer Storage and Recovery project, which stores groundwater during lower-demand periods so it can be recovered during periods of higher summer demand. City records describe data-center cooling demand as particularly seasonal.This case study is examining how that growth has intersected with Prineville’s water system, electricity infrastructure, public investment and surrounding agricultural land — including what infrastructure was required, who paid for it, and how the city is planning for additional growth.

Electricity infrastructure

Prineville’s data center growth has been accompanied by major additions to the electrical system serving the area.City planning records document a Pacific Power transmission expansion involving new 230-kV infrastructure connecting the Corral, Friend and Ochoco substations. The project materials show the transmission corridors in relation to Apple’s campus and other large industrial properties.The electricity supply arrangements are also more complicated than simply asking which local utility serves a data center. Oregon energy records show that Apple chose Oregon’s Direct Access program for its Prineville facilities, allowing it to purchase electricity from a supplier other than the incumbent utility while the local utility continues providing distribution service.This case study is examining how Prineville’s data center growth contributed to transmission and substation expansion, which facilities were built to accommodate large new loads, how those investments were financed, and how responsibility for infrastructure costs was divided.

Why the infrastructure picture is hard to pin down

Prineville’s electrical system has expanded alongside major industrial growth, but the public record does not always cleanly separate what was built for data centers from what served broader regional demand.Transmission projects, substations, utility service territories, Direct Access arrangements and customer-specific infrastructure can overlap. That makes it difficult to assign one project or one cost to a single data center without the underlying planning, interconnection and cost-allocation records.This case study is therefore tracing not just what infrastructure exists, but how each project was justified, which customers were expected to benefit, and who ultimately paid for the upgrades.

Infrastructure

Prineville’s data center story extends beyond transmission lines and substations. Large-scale industrial development intersects with municipal water systems, roads, land-use planning and other public infrastructure that has to accommodate growth over decades.One important example is the city’s Aquifer Storage and Recovery system. Apple contributed $8.7 million toward the project, which allows Prineville to store groundwater underground during lower-demand periods and recover it when summer demand increases. The project provides a concrete example of a data center operator participating directly in infrastructure intended to increase the capacity and resilience of a shared municipal system.But financing an individual project does not answer the larger question of cost allocation. This case study is examining which infrastructure investments were required as the data center campuses expanded, which were funded directly by the companies, which were financed through utilities or public entities, and what long-term obligations remain with the community.That distinction matters because infrastructure can remain in place for generations even as the industries and technologies that originally drove demand change.

What the sequence shows
Data center growth in Prineville has not been a single project or one-time infrastructure event. It has unfolded over more than a decade alongside expansions in electricity, water and other municipal systems.
The open question is not whether infrastructure grew. It is which investments were driven by specific data center expansions, how those costs were divided, and what long-term obligations remain with utilities and the community.

What the records establish
